2020-2024 Financial Planning and Budget Process: Consideration of Scrutiny Recommendations on the Cabinet's Proposals pdf icon PDF 205 KB

To consider any recommendations of the Overview and Scrutiny Budget Study Group following their review of the Cabinet’s 2020/21 final budget proposals.

A report was received which presented the notes of the Budget Scrutiny Sub-group that had met on 4 February 2020 to discuss Cabinet’s final budget proposals agreed by Cabinet on the 3 February as part of the 2020-2024 Financial Planning and Budget Process.

 

The Cabinet Member for Finance and Resources, in introducing the report, invited Councillor S Graham, Chair of the Overview, Scrutiny and Policy Development Committee, to present the views of the sub-group from its meeting held on 4 February 2020, in conjunction with the Sub-group’s report submitted to Overview, Scrutiny and Policy Development Committee on 13 January 2020. 

 

Councillor Graham highlighted a number of the points made by members of the Budget Sub-group during their discussions and commented there had been a range of views put forward to be received by Cabinet. 

 

The Cabinet Member for Finance and Resources proposed an amendment to the Cabinet  recommendation to note the sub-group report in paragraph 1.6.1, Option 1, to state “Cabinet is recommended to note the report from the Budget Sub-group and that comments from individual members were not agreed by the group as a whole.” 

 

The Elected Mayor thanked all parties involved in the budget setting and engagement process. She commented on the importance of continuing to listen, and as a listening Council wished to do the very best for residents.

 

Resolved that the Budget Scrutiny Sub-group report be noted and it be noted that the comments from individual members were not agreed by the group as a whole.

 

(Reason for decision: Option 1 is the recommended option as the Budget proposals have been worked through with all Cabinet Members and have taken due consideration of the Budget Engagement suggestions. The reasons for recommendations are mainly legal in nature, as stated in paragraphs 2.1 and 2.2 of the report.)
