Chair's Announcements Minutes: The Chair congratulated Children’s Services on receiving an Outstanding rating from OFTSED. It was also added that North Tyneside was 1 of only 5 local authorities in the country to receive an outstanding in all areas rating.

A report and presentation updating on ‘our lifestyles and healthy behaviours across the life course’ theme of the Joint Health and Wellbeing Strategy “Equally Well: A healthier, fairer future for North Tyneside 2021-25” will be provided Additional documents: Minutes: The Board considered a report which provided a progress update in relation to Our Lifestyles and Healthy Behaviours Across the Life Course theme of the Joint Health and Wellbeing Strategy, “Equally Well: A healthier, fairer future for North Tyneside 2021 – 2025” and updates on progress against the 2024/25 implementation plan.
The Implementation Plan sets out ambitions and actions in relation to tobacco, alcohol, healthy weight and physical activity, cancer screening and prevention and cardiovascular disease. There has been considerable activity across all areas since the last update to the Health and Wellbeing Board, although there has not been sufficient time to see this translate to changes in life expectancy and healthy life expectancy.
Key headlines of the presentation include:
· Smoking prevalence is lower than the England average and pathways are in place to support people to quit.
· A range of indicators suggest higher levels of alcohol related harm in the Borough, but a wide public health approach is in place to support residents and partnership work continues.
· Levels of excess weight are statistically similar to the England average for both adults and children, but there is variation. A range of weight management programmes are in place, although for some demand outstrips capacity. The evidence suggests that population level and whole system approaches are the most effective as the ‘food environment’ influences individuals’ decisions about food and physical activity, so work in this area continues.
· Uptake of all four cancer screening programmes in North Tyneside is higher than national performance, so work continues.
· A broad community-based approach to cardiovascular disease prevention is now in place to support and supplement efforts within the healthcare sector.
In terms of overarching indicators there are ambitions to improve life expectancy and healthy life expectancy for all our residents and reduce the gap between the most and least deprived areas. ‘Life expectancy’ is the average number of years a person would expect to live based on current mortality rates. ‘Healthy life expectancy’ is the average number of years a person would expect to live in good health, based on current rates. It is important to note that these are average values for the population, based on the current context.
The most recent data shows that in 2021-23, males in England could expect to spend 61.5 years of their life in good health compared to 61.9 years for females. Update from the Health, Care and Wellbeing Executive Board A presentation will be provided at the meeting Minutes: The Board were given a presentation on the Health, Care and Wellbeing Executive Board and were updated on the progress.
Following stakeholder workshops and discussions four system priorities were agreed for 2025-26. These are:
· Children with complex needs; · Frail older people; · Integrating community, health and care services; · The importance of anchor institutions, with a focus on employment.
With regards to children with complex needs the focus will be on:
· Children at risk of hospitalisation/coming into care; · The sensory offer; · Delegated health tasks and shared governance.
The focus on frail older will be on:
· The variation in levels of care, medical cover and therapy provision between intermediate care units; · The Home First Approach which is a new approach to discharge and supporting the person in their own home; · Loneliness and isolation as this has been identified as an issue for some residents.
On integrating community, health and care services the focus will be on:
· ICB (Integrated Care Board) mapping of integrated neighbourhood working together with Primary Care Networks and Community services; · North Tyneside Council Community Hub Strategy; · Common performance management; · Focus on maximising community assets and strengthening the links between services and communities.
Finally, on Importance of anchor institutions, with a focus on employment, the specific focus will be on:
· Working Well Hubs; · Employment practices of organisations within the local health and care system; · Opportunities and challenges for North Tyneside linked to the NENC ICB (North East and North Cumbria Integrated Care Board) further opportunities/challenges for North Tyneside linked to the NENC ICB Work and Health workstream and DWP's (Department for Work and Pensions) Back to Work Plan; · The Growth Accelerator ICB programme; · Later meetings will focus on role of supply chain and social value.
Further discussions will also focus on system pressures and strategic context.
Following the presentation members of the Board asked questions of officers which were responded to appropriately, which included:
· Focusing on linking the benefits of employment to physical and mental health, Job Centre continues to work with local authorities and positive work is taking place; · The need to engage with residents on how we move forward with the proposals around frail older people.
The Chair thanked officers for the presentation.
