Consideration was given to a report which set out the process adopted to undertake a review of the Cumulative Impact Assessment (CIA).  It was explained that the Authority was required to undertake a review of the Cumulative Impact Assessment every three years to determine whether the Authority’s opinion of the CIA remained as previously stated in the assessment.  This had previously been considered in October 2021 and the Authority was now required to consider whether its opinion in relation to the CIA remained the same, no later than October 2024.

 

It was explained that an officer working group had carried out a review of the CIA and as part of the review updated crime and disorder information had been requested from Northumbria Police and the Authority’s Environmental Health Department.  The requested information had related to the existing Cumulative Impact Areas in Whitley Bay and Tynemouth.  It was noted that as part of the review in 2021 two further areas were considered for inclusion in the CIA, namely Park View, Whitley Bay and the Fish Quay at North Shields.  The Committee had considered that there had been insufficient evidence to justify the addition of the two areas in the CIA. It was explained that the Police and the Environmental Health Department had also been requested to provide updated data for those areas.

 

The Committee considered the evidence provided by the Police and Environmental Health collected between 1 April 2023 and 31 March 2024 in relation to Whitley Bay.  The information covered 4 key areas:

·       Crime;

·       Anti-Social behaviour;

·       Alcohol related Anti-Social Behaviour; and

·       Violent Crime.

Comparison data had also been provided for the previous 12-month period.

 

It was explained that the CIA area in Whitley Bay accounted for 13% of all crime and 6% of violent crime in Whitley Bay.   It was noted that there had been a minimal increase in Anti-Social Behaviour over the period and a reduction in Alcohol related Anti-Social Behaviour over the same period.

 

The Committee also considered the evidence provided by the Police and Environmental Health which had been collected in relation to Tynemouth for the same period.  The information covered the same 4 key areas.  Comparison data had also been provided for the previous 12-month period.

 

It was explained that the CIA area in Tynemouth accounted for 3% of all crime and 1% of violent crime in Tynemouth.   It was also noted that there had been a reduction in incidents of Anti-Social Behaviour over the period and instances of Alcohol related Anti-Social Behaviour over the same period had also been noticeably low.

 

Reference was made to the categories used by the police for recording crime and in particular youth related incidents.  It was explained that this had been identified along with a number of outdated categories and recommendations had been made to improve data recording.
