To determine a full planning application from Bellway Homes Ltd (North East) and Banks Property Ltd for the phased construction of 539 residential dwellings with means of access, landscaping, open space, sustainable drainage, public rights of way diversion and associated infrastructure (amended reports 03.05.23) (amended red line boundary and amended plans and reports 04.08.23)
Additional documents: Minutes: The planning officer advised the Committee that the National Planning Policy Framework (NPPF) had been revised on the afternoon of the 19 December 2023 and the revision included changes to housing and other policies important to the determination of the application. In view of the timescale of the publication of the changes to the NPPF it had not been possible for officers to undertake a review of the changes to national policy and update the report to the Committee alongside any changes to the officer recommendation to the Committee. The item was therefore withdrawn.
Resolved that the withdrawal of the report be noted.
(Reason for Decision: The late receipt of changes to the National Planning Policy Framework may affect the decision making in relation to the application and it was considered prudent to defer consideration of the application so that any implications of the changes could be brought to the attention of the Committee in advance of its consideration of the application.) |
